I joined AMSA’s Director of Military Policy John Becker last week for the military’s Personal Property Forum (PPF) near Scott Air Force Base. We were pleased that the military agreed to go back to two PPFs per year, and the turnout of around 300 people certainly supported the value of these meetings.
The rapid work to replace the DPS computer system was the focus of the meeting, as the military was adamant that the prototype for the new system will start booking shipments on June 1. The breakout sessions with the representatives from the Defense Digital Service (DDS) that is designing and building the prototype were the most popular. Unfortunately, we still do not have much information about how it will work, or how the two-way interface with industry computers will work.
The good news is the DDS has agreed to come to the AMSA conference next month in Fort Lauderdale. That will be a great opportunity for companies involved in the military program to learn more about this new system and help influence the DDS design process.

AMSA President & CEO Scott Michael was recently interviewed on Federal News Radio, a D.C. area radio station geared toward policymakers and government workers, about how to avoid moving scams plus an update on AMSA’s PII legislation in Congress. Following this interview, AMSA was invited by WJLA, the ABC TV station serving the D.C. area, to participate in an on-air phone bank to answer viewer questions about the moving process. Seven local movers sent customer service representatives to take part, including:

The phone bank was a big success, assisting over 160 consumers and portraying AMSA and the moving industry in a positive light with repeated references during the two-hour newscast.
Scott Michael was also interviewed by WMAR, the ABC TV station serving Baltimore, about moving scams. The on-air report included footage from his interview and incorporated many of AMSA’s talking points, including referring to scammers as “rogue operators” rather than “rogue movers” and using the statistics AMSA supplied to show that moving complaints are rare. Registration for this event supports AMPAC, the moving and storage industry’s only political action committee. Trump & Congress Consider Infrastructure Options
Following the release of President Trump’s infrastructure proposal last month, congressional leaders have been considering a number of funding mechanisms and options for moving forward. Here are the latest developments:
- Senate Commerce Committee Chair John Thune (R-S.D.) says policymakers have yet to identify a source of funding that would advance the president’s $1.5 trillion infrastructure initiative; read more
- Meanwhile, Senate Democrats have released an infrastructure plan that would reverse elements of the GOP tax overhaul; read more
- In the House, Speaker Paul Ryan says Republicans will break the president’s infrastructure plan into multiple pieces of legislation in order to make progress this year; read more
- Members of the House Subcommittee on Highways and Transit are considering various ways to increase funding for the nearly insolvent Highway Trust Fund; read more
- Finally, a number of leading business groups, including the U.S. Chamber of Commerce and the American Trucking Associations, say now is the time to increase the federal fuel tax; read more

Military Moving Update
Air Force Personal Property Activity Outlines New SCRA Process for Converted Shipments
Based on AMSA’s continued discussions with each of the services concerning the conversion process of Non-Temporary Storage (NTS) and Storage-in-Transit (SIT) shipments, the Air Force HQ Personal Property Activity (PPA) has instituted a process that will allow storage contractors to submit requests to obtain Servicemembers Civil Relief Act (SCRA) certificates proving a servicemember’s active duty status at the time of conversion. The Air Force PPA office will issue certificates for all servicemembers (civilians not included) serviced by Air Force JPPSO offices. This process will be completed on a first come, first serve basis. The information must be submitted electronically using an Excel file; download the form here. Complete guidelines can be found here. The SCRA certificate can be used to determine the path forward for disposal of items converted to a member’s expense. The SCRA Act only covers service members on active duty and up to 90 days after release from active duty; the certificate will show the servicemember’s release from active duty date. With this information, storage agents can then move to the next step and follow state and local laws concerning disposal of property. If this process proves successful, we will encourage the other military services to adopt a similar approach. It is recommended that you engage with legal representation to ensure all state and local ordinances are met. Navy Household Goods Schedules Industry Days
The Navy has published their planned March dates for the Navy Household Goods Industry Days in the Cloud. There will be seven separate teleconferences that will be based on the individual host’s time zone. The Navy has also announced that the presentations will be run by local personnel highlighting issues that affect each Area of Responsibility. Past presentations have been standardized for all of the sessions; that will not be the case this year. While some information might be discussed during each call, there will be unique information provided based on the location where the call is originating, so movers who service multiple Navy sites may wish to attend multiple sessions. JPPSO-SC Provides Organizational Box Directory
The Joint Personal Property Shipping Office-South Central (JPPSO-SC) has provided an organizational box directory that will ensure that documentation sent to their office goes to the correct area of responsibility. They ask that TSPs and agents follow the guidelines provided to enhance their ability to get the documents to the proper team in a timely manner, minimizing duplication and helping improve efficiency.
- Send documentation to the designated organizational box only, not to multiple boxes
- Format the subject lines as requested
- Contact the phone number that you sent the documents to if there is a concern with receipt
