We are getting excited for AMSA’s conference in Fort Lauderdale, and I hope you are too! There is a great program in place for our annual conference this year, and there will be lots of useful information for you to learn when you attend. We listened to the feedback that the networking opportunities were the most important part of attending our conference for many of you, so we have added some additional ways to interact with others in the industry.

Now is the time to sign up for this year’s conference, with the hotel deadline this week and the start only a month away. Our Independent & Small Movers Forum will be bigger than ever this year as we launch our Independent & Small Movers Committee. We have military experts on hand to talk about the big news of an impending replacement for the DPS computer system that is on a fast track.

Prospects for Trump’s Infrastructure Plan Appear to Dim for 2018

Sen. John Cornyn (R-Texas), the Senate’s No. 2 Republican, says that public works legislation that is one of President Donald Trump’s top priorities may not make it through the Senate this year due to a packed agenda. “I think it will be challenging,” Cornyn said. “I certainly would be happy if we could, but we’ve got a lot of things to do, that being one of them, and I don’t know if we will have time to get to that.” Read more.

Meanwhile, Rep. Bill Shuster (R-Pa.), who chairs the House Transportation and Infrastructure Committee, says he does not rule out raising the federal fuel tax to fund infrastructure projects. “It’s a user fee. And as a conservative Republican, I believe if you use something, you ought to pay for it. And, again, we haven’t really touched this in 25 years,” Shuster said. Read more.

Finally, the White House has released a report reiterating the Trump Administration’s stance that tolling should be a prime way to boost highway funding. The report also says that the administration doesn’t think trucking pays enough in taxes to offset “the negative externalities [trucks] generate” relative to highway conditions, congestion and “accident risk.” Read more.


 

Since the ELD mandate went into effect in December, law enforcement officials have only issued violations with no negative effect on CSA points. Starting April 1, however, that soft enforcement stance will change as noncompliant vehicles will be placed out of service. Importantly, fleets utilizing an automatic onboarding recording device (AOBRD) may continue to do so until Dec. 16, 2019. AMSA Bids Farewell to Accomplished Congressional Advocate

AMSA announces the impending departure of Daniel Hart, senior manager of government affairs. Since joining AMSA, Daniel has expertly spearheaded many efforts for the moving and storage industry, including securing language in the National Defense Authorization Act to improve base access for movers and growing the congressional site visit program for our members. “Daniel was an invaluable resource to the government relations team and AMSA. His expertise and professionalism will be missed. We congratulate him on his new position and thank him for his efforts for our members,” said Paul Milotte, vice president of government relations.

US TRANSCOM Announces Spring Personal Property Forum

US TRANSCOM has finalized plans for the 2018 Spring Personal Property Forum (PPF) that will be held March 13 at the Four Points by Sheraton at 319 Fountains Parkway in Fairview Heights, Illinois. The format for the PPF will be different than past PPFs as there will be presentations in the morning followed by six different breakout sessions in the afternoon. The breakout sessions will last 40 minutes, which will allow everyone to visit each of the breakout sessions.

AMSA has learned that the Defense Digital Service will host one of the breakout sessions involving technical discussions on the prototype. There will be general Q&A, process map discussions, request for contact points with each company, and technical discussions. In addition, there will be a pre-PPF meeting sponsored by AMSA and IAM on March 12 at the Four Points by Sheraton Conference Center. The meeting will go from 4:30 – 7:00 p.m.

JPPSO-NW Partnership with Industry Luncheon

JPPSO-NW will hold their annual Partnership with Industry luncheon on March 29 at 11:00 a.m. The meeting will be held at the Best Western Liberty Inn in Dupont, Wash. Register here. They plan to have guest speakers discussing the topics of base access and counseling process changes, as well as provide a farewell to JPPSO-NW Director Arthur Dearen, who is retiring soon after the meeting.

Inside the Campaign Against Drugged Driving

The three main factors that lead to most traffic deaths are alcohol, speeding and failure to wear a seatbelt. With growing opioid abuse rates and the legalization of recreational marijuana use in certain states, driving under the influence of drugs (DUID) is emerging as a fourth category. In 2015, 57 percent of fatally-injured drivers were tested for drugs. Of those tested, 34.3 percent tested positive for some type of illegal drug.

To combat this, the National Highway and Traffic Safety Administration (NHTSA) launched its Drugged Driving Initiative last month, seeking to identify effective ways to detect drivers under the influence of drugs and accurately test them in roadside inspections. The agency will be holding a summit on March 15 and is calling on a wide range of industry stakeholders to contribute to the discussion. Given the unique nature of our industry, it is especially important that AMSA members’ voice be heard on how this issue can be addressed going forward. Please send any feedback to Paul Milotte.

Truckers Against Trafficking Launches Public Education Campaign

A nationwide campaign to raise awareness about human trafficking, and amplify industrywide efforts, has been launched by Truckers Against Trafficking and key partners. The group will focus on sharing stories from commercial drivers who promote safety and advocate against trafficking. Along with a robust social media presence, the campaign will feature banners, a touring tractor-trailer exhibition and speaking engagements across major trucking events. The “Man to Man” campaign focuses on the idea that without demand for commercial sex, trafficking would not exist. Read more.

AMSA Honors African-American Contributions during Black History Month

February is always a popular month on social media for AMSA – usually, the weather isn’t great and the engagement is high. A recent popular Facebook post answered questions about tipping movers. On Twitter, a recent Moving Tip Monday from recommended packing up seldom-used and seasonal items early. We also highlighted African-American members from throughout the industry and their contributions to their companies, complete with their favorite quotes.
